13d Agree my interpretation is not beyond doubt. My initial parsing was as per zinzan's but it suffers from the major weakness that one of "wasted" & ""chicanery" would then go unused. An easy solve today, with the theme clue (16, 20d) readily worked out. The theme answer led me to expect that there would be some other answers meaning "ducks" & that these would all appear in rows - but quite a tour de force for DA to manage every row (apart from the theme answer itself) being comp...

10a Agree with zinzan: I would have said that DA himself habitually uses "wear" as an instruction to place something on the outsides.

16a Both "such" and the ? seem redundant.

14d The homophone seems inaccurate to me: we don't pronounce CARY like "carry".
