While it was a nice, simple theme throughout the puzzle today, it did make for some not-so-simple and at times grating, solving.
When the emphasis is to include the theme at all costs, one of those costs is fluidity.
Everyone knows Sesame Street.

10) CON ARTIST : (cart-onist)* : 'Leak's' does not equal 'leaks'. It was an idea DA couldn't get right but he hoped no one would mind if it was wrong . . . because he can do that.
11) ALARM : a,LA,-r-m : 'oddly from' = -R-M ? I don't think so. Evenly, maybe. And the surface is weird.
12) LEVEE : hm(levy)
13) GINGER ALE : Sp(injure,gaol)
14) FORUM : fo(ur/ru),----m---- : Surface meaning anyone ?
16) TWILIGHT : ddef
19) ELSINORE : -el-,-sin-,-o-,r--e : Surface ?

25) CAIRO : ca,iro- : why 'in northern Africa' ? Why not 'in North African city' ? I dislike those vague geographical 'definitions'.

18) ZEROED IN : Z(er)oe,din : I assume Zoe was a character. I'm not bothering to check because by now, who cares.
21) GRAHAM : G,r(a)ham : I assume 'Grover' is G over R.
23) NIGHT : hm(knight) : a chess knight 'moves'. Is it a mover or is it moved ? Either way, a descent into vagueness. Is it a 'stander' when it's not moving ? How do people put up with this guff.

As you could probably imagine, I'm not impressed. Back to the bad(der) old days of DA.

14 Is there a surface meaning?
17 'with final' = h. As Kermit loses its top(head) it is not a face-lift. As DA well knows the face is but the front part of the head not the entire head.
25 2 At Cape Canaveral one does a count down not a count.
