There's always a bit of trepidation in seeing a rubric before the clues. One had to look at 30-across and hope that it came quickly. It did. I think.
I'm not sure how 30-across works exactly but it did seem to be ASEAN. From there it was just think of a country and find a clue that matched it.
An easy puzzle.

ACROSS
1) BANKS : Banks- : ie Banksy, the world famous graffiti guy.
*4) SINGAPORE : sin,gap,ore
9) DESPAIR : Fr(of=des),pair
10) PATELLA : Pat,Ella : 'walker's cap' ?! I'm very much over DA's definitions like these. Is a knee a 'walker' ? Or is the cap part of the mechanism used by a walker ? Probably the latter but I still don't like it.
11) ONE : -one- : ie money. Definition is 'A'.
*12) PHILIPPINES : phi(lip)pines
*13) THAILAND : t--,hail,and : is 'and' 'enlisting' by joining in the clue ?
14) PYGMY : ----p,-----y,-------g,my(!)
*18) BURMA : rub<,ma----
*20) CAMBODIA : cam-,b-,od-,i-,a- : 'cut off' I could understand but is 'offcut' the same thing ? The offcut would be the little bit left. Ugh.
24) RAQUETBALL : hm(racket,bawl)
26) LOG : --log--
27) NEEDLED : need,LED
28) SOGGIER : (Rose,Gig-)*
*29) INDONESIA : Ind(one's)ia : ah, the ol' ONES inside INDIA construction. Who'd a thought ?
30) ASEAN : where does AN come from ? I assume 'main' is SEA. Usually 'like' is AS.

DOWN
1) BADMOUTH : (do,a,thumb)*
2) NOSFERATU : son<,(after)*,-u- : not bad. Though I still get creeped out by those images from that movie. Much scarier than Dracula.
3) SCALPEL : s-c-,alp,--el-- : bit too busy I reckon.
4) SERBIANS : Spanish(to be=ser),bia(N)s
5) NAPKIN : nap,kin
6) AUTOPSY : (say,up,to)*
7) ORLON : ----or,lon- : 'in' is meant to be separated from 'ferior'. Mmm, yup.
8) ELAPSE : -e(laps)e-
15) MADELEINE : made,l(---------e)ine : yummy.
*16) MALAYSIA : M(al-)ay's,A1<
17) HANGER-ON : -hange-,-ron-
19) MAUDLIN : M,(Aud(l)I),------n
21) BOLOGNA : bol-,go<,--na-- : 'quite' is 'not quite' here. Yuk.
*22) BRUNEI : b(rune)I
23) AT ODDS : a(to)dds
25) CREED : c,deer< : the best clue of the day.

The missing countries are Vietnam and Laos.
It was easy which was nice. On the balance it slightly tips to frustrating, not by much. 4.9/10.

1a Foot (bottom, base) is better suited to a down clue.
7 Should have a '?' as it is similar in construction (word splitting) to 1a which has one.
