Not a difficult solve today. The solution to 2d, 28a is CHANGE THE DATE. This expression is then applied in 6 other clues with CHANGE acting as an anagrind to what follows. This device works quite nicely, I think, to enliven the puzzle.

1a DECATHLETE: [THE DATE, (s)C(u)L(l)E(r)]*
6, 27a NEAR-SIGHTED: EAR, homoph(cited) placed after N (use of phonetic alphabet, not an abbreviation of November)
10a AT A COST: T(elstr)A & COS placed inside (d)AT(a)
11, 21a PITCHED BATTLE: PIT then [THE DATE, CL(u)B]*
12a HIGHER ED: "employ" => hire then take homoph. + ED. Defn. is "Uni casually". Good surface.
13a APOLLO: A, (d)OLLOP reversed. Query "on the counter" as a reversal indicator.
16a HEAD-TO-TOE: [THE DATE, (b)OO(k)]*
18a OVERDRAFT: OVER, homoph(draught). Nice clue with a cryptic defn thrown in.
20a TIMED: DEMIT reversed
23a SNOOKUMS: NOOK contained in SUMS
26a UFOLOGY: (YOU FLOG)*
29a THREATENED: [THE DATE, NER(d)]*

1d, 15a DEATH RATES: [THE DATE, S(t)AR]. Another defn. with a cryptic flair.
2d, 28a CHANGE THE DATE: CHANGE + HED inside TATE. Tomorrow being Australia Day, this is "a timely protest".
3d TROWELS: (rampar)T, ROWELS. A "rowel" is the small, spiked wheel on the end of a spur.
4d LETTERHEAD: LE, [R & THE DATE]*
5d TOPI: TOPI(c)
7d ETHEL: hidden word. Defn. refers to US actress/singer Ethel Merman
8d RADIOHEAD: ADIO(s) inserted in (HEARD)* with mis- as anagrind.
9d STOP IT: ST contains TOPI
14d WAIT AND SEE: WEE contains (DA ISNT A)*
15d ROOTBOUND: ROOT, BOUND
17d TIM BURTON: BUR(s)T inserted in TIMON. Timon has extra prominence since he is the subject of Shakespeare's play "Timon of Athens".
19d DOLLOP: DO, POLL reversed
20d THOUGHT: THOUGH, (defea)T
22d TROUT: Nice cryptic defn
24d SIDED: IDE(a) inserted in S(eale)D
25d MYTH: M(a)Y T(ouch)H Another simple but clever clue: instead of taking the "hearts" of these words, you take the ends.
